STOP UNREGULATED DATA CENTERS IN DEKALB COUNTY

WHAT IS A DATA CENTER

A data center is a specialized, industrial-scale facility that houses the computers which power the internet. Think of it as a physical "cloud" a centralized location for the thousands of powerful computers, called servers, that store and process the data for our digital activities (Masanet et al., 2020). Every website you visit, every streamed video, and every email you send is processed in a facility like this. To function, these servers must run 24/7, which generates enormous amounts of heat. Preventing them from overheating requires massive, energy-intensive cooling systems, often using significant water for evaporation (Shehabi et al., 2018). Because any interruption is catastrophic, data centers also require a constant, redundant power supply, supported by large backup generators and substations. In essence, while a data center is the invisible engine of the digital economy, it operates much like a large, resource-intensive factory dedicated to processing information.

DeKalb Data Center Moratorium

Agenda Item 2025-0996 on July 8, 2025 with a vote of 4 yes and 3 no, the Board of Commissioners approved a 100 day moratorium on the permitting or other authorization of any new data centers, or the expansion of any existing data centers, in unincorporated DeKalb County. Was extended to Dec 16, 2025 

Cedar Grove Data Center Application

Agenda Item  2025-0970  - SLUP-25-1247635: A proposed development for a Data Center Campus in SW DeKalb County at 4280 Loveless Place Ellenwood, GA 30294 (Parcel id: 15 011 01 045) if approved will be built within 300 feet well established residential subdivisions. This development application was DENIED by community council, the planning commission and the DeKalb County planning Department Staff.

It will be heard by the commissioners on January 13, 2026

AN ORDINANCE TO AMEND CHAPTER 27, ARTICLE 4, SECTION 2 OF THE CODE OF DEKALB COUNTY, GEORGIA, AS REVISED 1988 TO ADD REGULATIONS FOR DATA CENTERS IN DEKALB COUNTY. 

It will be heard by the commissioners on Dec 16, 2025
